PAVEMENT RECLAMATION & OVERLAY PROGRAM

For the reason that creation of the City’s Transportation Enchancment Plan (TIP) in April 2000, 38 miles of City roads have been reconstructed, whereas 27 miles have obtained bituminous overlay.  This represents roughly 1/3 of the 133 miles of municipally owned roads in City.  Every year, along with City’s Capital Enchancment Program (CIP), a listing of municipal roadways proposed for overlay and selective Full Depth Reclamation (FDR) is compiled.  The checklist relies on roadway situations and corresponding precedence for pavement preservation and reconditioning.

Work proposed by Fiscal Yr could be discovered on the following hyperlink:

Fiscal Year 2025-26 Pavement Management

PAVEMENT PRESERVATION PROGRAM

Along with the City’s transportation enchancment plan (TIP), the Division of Public Companies solicits bids for Crack Seal and Stone Seal preventative highway upkeep.   These pavement administration strategies are thought of “preservation” in nature to increase the efficiency and lifetime of City roads.  They don’t seem to be meant to copy the floor related to highway reconstruction and pavement overlay.

In an effort to precisely decide the price of all highway floor preventative upkeep choices whereas balancing effectivity in challenge coordination and suppleness to handle budgetary wants, two (2) particular person bids are marketed as follows:

  • Crack Seal (efficient preventative upkeep approach to scrub and seal highway cracks which will speed up highway floor failure primarily based on the freeze-thaw cycles extremely prevalent in northeastern climates)
  • Stone Seal
    1. Single Layer 3/8” stone therapy
    2. Double Layer (3/8” & 1/4” stone) therapy (most well-liked methodology for densely populated subdivision areas because the double layer gives smoother completed floor and extra stone retention)
    3. Single Layer 1/4” stone therapy

To attenuate submit software inconveniences to residents concerning the stone seal therapy, City bid specs require contractor post-sweeping of surplus combination from the roads in a well timed method.  This additionally permits the stone sealing contractor to have higher management of the ultimate product and retain legal responsibility for any deficiencies.  Extra importantly, contractor post-sweeping additionally retains the Freeway Division sweepers on their common sweeping schedule.
