Fundamentals Concerning Aggressive Bidding
By State Regulation and City Ordinance, the City of North Kingstown is obligated to buy by Public Bidding: Building initiatives over $20,000; Gadgets or Companies over $10,000. All bids are publicly opened on the marketed time, and are then made out there for public examination at any time. Evaluation of bid outcomes are made up after the bid openings and are made out there on-line in bids, or events might name inquiring of the outcomes at 401-294-3331, Extension 142. All bids are marketed on our City web site and the State of Rhode Island Purchasing website. ANY ADDENDA WILL BE POSTED ON THE TOWN AND STATE WEBSITES ONLY. IT IS THE RESPONSIBILITY OF EACH BIDDER TO MONITOR THESE TWO SITES FOR CHANGES. No modifications will posted 48 hours previous to opening.
Vendors
Vendors may call the Finance Department/Purchasing at (401) 294-3331, Ext. 142 to request information on current and future bids. Anyone interested in bidding with the Town may send a letter addressed to the Finance Department/Purchasing stating what type of merchandise or services they sell that the Town would be interested in, or to be notified of any particular upcoming bids or quotations. Vendors may also sign up to receive bid notifications via the Town’s website.
Awards
After a bid is publicly opened, the Department requiring the goods or services makes a determination as to the lowest evaluated or responsive bidder in the case of merchandise, or the highest qualified firm in the case of services. The Department Head then makes a recommendation to the Finance Department/Purchasing who will place award request on the Town Council meeting agenda. The Town Council ultimately, awards a bid. The successful vendor is then notified of the award, and of any further requirement prior to a Purchase Order/Contract being issued.
Prevailing Wage
Any construction over $1,000 is required by state law to pay state prevailing wage. A current copy of the most recent Prevailing Wages scale is obtained from the State of Rhode Island, Department of Labor and Training, Division of Professional Regulation and is inserted into each construction bid document. All vendors supplying construction services must submit certified payrolls from any contractor and sub-contractor who does work on the project. No payments are made until all payrolls are up to date, and correct.
